There are many ways to make the two penny spinner card.  This is the simplest using the Stampin'Up window punch.  It is easy to punch the channel as long as you want the flower to spin.

Take two pennies and put a dimensional between the two. For best results cut the pointed edge of the dimensional off on all sides.   
Attach the item you want to spin with glue dots placed on the penny top.  I used two flowers from Mixed Bunch and punched out using the matching Blossom Punch.
The birthday wish greeting is from a cute set called Four You.  I popped a rhinestone in a brad from the Candy Dots Brad bases.  " A penny for your thoughts" as to what you want spinning on your cards.
